At age 65 you automatically qualify for Medicare Part A, which covers hospitalization. Part B, which covers doctors' fees, lab costs, etc. is something for which you will have a monthly premium to pay. Normally that is deducted from your Social Security check. If you don't receive such a check you can pay it on a quarterly basis. They will bill you for it.
My wife is in such a situation. Her pension comes from state government. She doesn't have enough paid quarters for Social Security either.

yes..it goes by income...you cant make over a certin amount...check with your local health and human services agency
