Who in the helk says when you turn 21 booze must be involved? What do you like to do?? Bowl? Golf? Go to movies? Rock climb? Ice Skate? Go to dinner? Figure it out and call up some good friends who know how hard you are working to maintain your sobriety and just have fun. even if it means just having everyone over for a dinner at home and renting a movie.
Good Luck, stick with it and HAPPY FREAKING BIRTHDAY>

Take your very best friends and do something you love to do, or something you have always wanted to do. I am sure that your closest friends would expect that drinking and/or drugs are just not going to be the theme of the party, like many 21st bdays are.
If I were you I would bring it back to my childhood days. Everyone always has fun making a fool of themselves. Call a gymnastics gym and have everyone take a lesson, go ice skating or roller skating, take a cooking lesson. I am 10 years older than you, so I am not sure what your video game system was when you were playing, but I had a Nintendo supermario bros party a few years ago for my husband. I actually found the game system on ebay with the game. We all had so much fun taking turns and listening to Kid n Play. There was alcohol involved, but it wasn't an integral part of the party. For favors put out the game in differing systems that are more modern. It cost me a little bit of money, but I returned those that weren't taken. Overall the favors cost me about $200. Because it was supermario I got off easy with pizza, but pizza is great for any video game party. People actually sat on the floor. Being 21 you might be a Sega sonic the hedgehog kid. It really is fun.

Congratulations on your sobriety!!!! Here are some ideas for celebrations with sober friends and family:
1. Take a trip to someplace fun...even if its the local zoo, Marine World, Wildlife Park etc.
2. Have a cooking lesson, wherein everyone in the class participates in making the dinner then gets to eat it.
3. Have a river cruise, complete with appetizers and non-alcoholic beverages
4. Have guests bring a contribution to the local food bank, then make the delivery and have a nice dinner.
5. Hire belly dancers or hawaiian dancers to entertain
6. Go to a meeting!

Really good for you!!!!
Try looking at how much it would cost to hire a hostel (with dorms etc) for a couple of days. We just went to a gathering of 30 people and we all paid £15 each (including food for a bbq) for the weekend and it was great fun.
If there are fewewr of you, try a static caravan by the sea - should be well within budget and you'll have lots of fun and lots of excercise.
Good luck!!!!

You could have a treasure hunt party-too much thinking involved for anyone drinking or getting stoned. You have to plan a path for people to follow to get to the prize. Start out by using index cards to write the clues. You have to make the plan in reverse of the hunt. Here's a short example-first clue-"the next clue is behind a Japanese marvel-you can visit the world, but never travel"-(the next clue would behind the TV).Behind the TV is a card that says"It's dark and icy in this space-find me soon in this chilling place"(the next clue would be in the freezer). You can direct people all over your house and even outside(the glovebox of your car).At the end have a prize that everyone can enjoy-a big cake, spectacular seafood platter,or box of gag gifts. Depending on how many and how difficult the clues, you could have people running around all night.

Do something active like ice soccer (probably has a different name). There are more recovering addicts & alcoholics than you'll ever know and all different ages, too. Just do something fun...not boring or "been there, done that".
