I want to dye a bit of my fringe blonde, like platinum blonde, it's already a bit blonde from the hairdresser but not light enough.

I bought a packet of bleaching powder from the beauty store but I'm confused on how to use it. Do I just mix it with water? Do I need to add something else? Help

You need to combine it with peroxide.
You can get it in liquid or cream form.
It is available in volumes of 10, 20 30 & 40.

I recommend you use 20 vol. if the hair's already blonde.

A tip to remember, only bleach your hair up to pale yellow, because it will be permenantly damaged if you get it very white. Use a semi permenant toner to get it white, in a light violet blonde.

It needs hydrogen peroxide liquid!
