If people paid more attention to their "Human Responsibilities" rather than demanding their rights, this planet would be a far better place on which to live.
Society is far too bureaucratic already, with Governmental red tape and legislation - we need more state intervention like we need a hole in our heads! On the other hand, it would create more jobs - we could employ even more civil servants to poke around in our lives and intrude on our privacy.
Fortunately, I don't need to put my trust in man-made legislation to give me peace of mind. I put my trust in God who knows our hearts and minds - and what motivates our actions. We will all have to answer to him for what we have said and done. I suspect that our perception of "Human Rights" will pale into insignificance before a holy and righteous God.

If we resort to tactics like capital punishment, for example (since I'm assuming eye-for-an-eye type justice is what you have in mind), we are no better than those whom we would punish. I'm not a Christian, but one thing I do take very literally from the bible is the maxim "Judge not lest ye be judged." Not because that's God's domain, but because none of us have the complete access to knowledge, background, and understanding it requires to always judge something correctly. We never fully know what informed an event, even after we've gathered evidence and testimony.
The problem is that we are beginning to find out that free will is a lot less free than we think. Between predispositions to psychopathy, pedophilia or such due to chemical imbalances in the brain, along with the whole nurture argument, we simply don't have as much choice as we would like to think we do. The only real counter against this is identifying, rehabilitating and educating people with problems like that. Where he or she is really beyond help, humane incarceration is the only real alternative.

So when is human rights universal? I don't remember that ever happening! The U.S. has decided what is a human right, and they assign it to every person in the world. But not every country accepts it as the U.S. describes it.
So no, you are totally wrong. Also, just because a person has committed 300 crimes does not mean that we should be tearing their fingers off and burning their eyes out with hot stokes. Or that we should even decide to gas a city of people that we discriminate against. Because those ARE examples of ignoring human rights.

well, I guess it works like that in a way- if you are tagged, under curfew, in prison some of your human rights are taken away and the number is (intended to be) relative to the crime that you committed. But it's not made as specific as you suggest- an interesting thought.

too many levels of humanity according to human rights
the top one is those human rights association which is aided and funded by the USA government these you found it in Egypt Saudi Syria ,
then comes at the bottom those human rights associations which are independent and these you can find in Iraq and Palestine Afghanistan and other places
