i am very interested in purchasing a property for my large family,the house we are looking at has a basement that i would be using as a 4th bedroom,it has it's own door to exit outside into the garden.is planning permission required for this basement room to be used as a bedroom.the sellers are currently using it a sitting room.

I don't think you will need planning permission as it already has it's own entrance, however i would check with your local council planning department just to be on the safe side. The only problem you may have with the basement is damp, damp proofing is usually done from the ground floor, not the lower ground so unless you get this done you will have problems in the future. Damp can cause all sorts of problem to the respiratory system so as long as you have this fully damp proofed there shouldn't be a problem.

Planning permission aside I would imagine sleeping in a basement with apparently no open able window would be very claustrophobic Once had a case where a man was accessing his loft space by ladder putting his kids to bed in the loft then removing the ladder overnight, How stupid is that? Ask your self would YOU like to sleep in a basement if no seek a 4 bed house.

having not seen the room but from your description ..and you have not said exactly what you need to do to turn it into a bedroom ..there is a good chance that you will not need either building regs or planning BUT ..a bedroom MUST have a form of oppenable window ..only a bathroom does not require a window ..

You shouldn't need planning permission as you're not changing the structure or the external appearance of the building.

The cost can be any where it all depends is it moderate $130.00 sf. custom 150.00sf upper custom you can go as high as you like with basement add 50.00 sf for it over and above if you get it done for cheaper let me know .33 years working on them you know what i mean like i have built kitchen that have cost 130,000 dollars i have built complete houses for less so it really depends on what you want

already answered this question why no mention of the shower in this question no planning permission required only building regs which will include provision of ventilation

You will have to call and check with your local building code officer... call a local contractor and get some info from them.
