I am in the same situation but I would not recommend you just reading because I learned english in high school and the teacher just teached us how to write and read so I am not very good listening and talking in english. So you need practice it one of the guys above me gave you great advices.

Yes, of course, where is a will, there always is a way!! The guy before me gave you good suggestions, though I don't believe that you could start to think in English, as it is more complicated process....
Keep enriching your vocabulary every day, try to enjoy learning the language and expanding your knowledge ( if you force yourself and do not enjoy doing it will be pity and you probably will not acquire the fluency you wish to)
Learning a language or brushing up it, improving it does require constancy and will .

2) Read news papers, English school books of students.
3) Learn each day a hard English word to use while speaking.
4) Take each day a topic and learn to give presentation to speak about it for at least 2 minute.

Talk constantly, this works for me. I have a hard time shutting my mouth and just keep talking about anything of interest. This shouldn't be hard for anyone since there is so much to spark ones interests an absolute world of possible subjects for chatter. So, just get with it and talk your head off and don't let mistakes bother you just recognize it and go on and on and on and on and on, just don't stop or the other person will take over your conversation and then they'll change the subject on you and then you'll have to start all over again if you haven't relinquished control all together and if you've done that then you might as well sit back and sip on your latte, OK.

According to my opinion you can improve your fluency in English by having command on the grammar of your mother tongue and also on the grammar of English try to observe The structures of English and become familiar with it ,focus particulary on terms like nouns, nounphrases and nounclauses etc. and also on analysis and synthesis

What do you mean by fluency? In general the best way to improve reading fluency is by reading, reading, and reading. Read good literature! The bible, the classics, Chaucer, Shakespeare, Dickens, Fanny Flag, (humor), CS Lewis, GK Chesterton, Tolkien. This will help in the area of reading.

Get yourself into situations where you're forced to use the English language. The more practice you have, the better you'll get! It also helps to form/join a conversation club, where you can speak in English, but have your native language as a backup if necessary. Best of luck!
