This was a problem with some 1999-2001 Ford Crown Vics. The Dept. I was working for had a bunch of hubcaps in stock to replace the ones that flew off all too frequently.
Ford later went to a new and improved hubcap design and then dropped them all together in favor of the little cap that covers the lug nuts and center hub.

during a high speed chase rims can become disengaged from the wheels during a hit on the curb or turning etc--this then becomes a highly volitile projectional object that can ruin anothers vehicle when it come into contact with it or hit a pedestrian or god forgive a child or some other innocent being. aniother reason during surveilance a patrol car or undercover car if stripped down a little will not look o suspect as the original equipent car with hubcaps from factory-we use to paint the wheel rims black and put on a set of baby moons to detract from the undercover car appearance--

Wow you've had some...interesting answers! The 2 main reasons is that by taking off the hubs it gives more air circulation to the brakes, very important in high speed chases that require allot of breaking. The other reason is the possibility of it becoming a projectile.

They wouldn't be able to drive them with the rims off. However, the hub caps are off because they get in the way, you speed down the road, hit a pot hole and the thing goes flying off, they'd be replacing them frequently. Besides, they get these things at reduced rates, that means stripped and in one color. Cost effective.

if they had no rims then the car would have no tires. you are probably asking about hubcaps.it is just another way of cutting costs.the tire fits on the rim.

because they can't get those 20 inch "spinners" to pass through the budgets in most states. We are however, getting our badges affixed to gold chains. Most municipal governments feel that a more "Mr.T" approach to law enforcement might be received more positively by the general public.
