I just needed to know what was the LOCAL government response to cyclone tracy

Your best bet would be to look up the Northern Territory News of the day which will be available in major libraries on microfiche. From memory, there wasn't much local government could do, it needed a much bigger response. The NT did not have any form of self government in those days and was administered by Canberra. It was the Federal Government that dictated the response.

TC "Yasi" was bigger than Tracy and more powerful but caused far less damage and destruction because of Tracy. The building codes were changed after Tracy so that all houses and other buildings are stronger now right across northern Australia. Emergency procedures put in place after Tracy meant that serious injury and loss of life was kept to an absolute minimum in Yasi. The anemometer in Darwin was decapitated but the one at the airport continued to function. Tracy was a Category 4 system but might have touched Cat 5 as it crossed the coast. Yasi was category 5 from a long way out. Yasi destroyed the anemometer on Willis Island and the eye did not pass over another one so the highest winds were not measured. TC "Tracy" was not stronger than TC "Yasi" but it caused far more damage and loss of life.

Any official response from local government was difficult or non-existent due to the extent of the damage. It was treated as a national emergency partly for that reason.
