I think it means that you can give the government your money, but it won't mean that you are betraying God. You are not choosing God over something else.

The question evoking this statement was with regard to the payment of “head tax” by Jews to the Roman state
Caesar’s “things” were therefore the payment due for services rendered by the secular government and for which services the government levied taxes or tribute. Despite its imperialistic nature, the Roman state provided numerous services for its subject peoples, including the construction of highways, and a form of mail service, as well as the maintenance of civil order and protection from criminal elements. The people paid for these services by taxes. This is underscored by Jesus’ reference to Caesar’s coin, called “the head tax coin.”—Matthew 22:19.
That “Caesar’s” authority to exact payment even from Christians could not be allowed to infringe upon the Christian’s service to God was shown by Jesus’ statement that ‘God’s things should be paid back to God.’ (Matthew 22:21) Jesus’ apostles showed that they understood that their duty toward human authorities was limited, or relative, and not absolute, for when later brought before the Jewish high court they firmly declared: “We must obey God as ruler rather than men,” that is, when human laws or requirements clashed with those of God.—

We pay back Caesar’s things by being respectful to government authorities.
Not defying the laws of the land , we pay ALL our due taxes and we assign them the appropriate honor that they deserve.
We pay back Gods things , by observing his laws and requirements when they disagree with mans laws.
This involves things like not participating in wars in any way , and being separate from the political system of things.
A true Christian 'WILL' follow this way !, and show respect to man , and more importantly to God.

"render unto Caesar that which is Caesar's"
The coin is man-made to begin with. Who puts a value on it? Don't get caught up in such a system. Detach yourself from worldly things.
Man, you can contemplate upon these words for a very long time and find many things about it.
These words make me feel strangely free inside. Don't they make you also feel such strange stirrings? It places one above it all.

Jesus said this and he was talking about paying taxes as the people back then didn't like doing so, neither do we. LOL When it comes to government laws we must obey them as long as they don't interfere with God's Laws. Jehovah God always comes first over everything in our lives.
For paying God's things to God is, we have to do what God has told us to do. To live our lives according to His Standards and do whatever He has commanded us to do for His Will to take place in our lives. We are commanded to preach the Good News in all the inhabited earth as a witness. So, Witnesses go door to door to preach the Good News. (This is only 1 example)
Note: VERY GOOD QUESTION!

The context concerns paying the annual tax to the Roman government of what was then Judea. Basically, it means to obey the commands of secular as well as sectarian lawgivers, including the payment of taxes.
