She IS a saint. What you mean is, should she be formally recognized as such by the hieracrhy of the Church. There hasn't been another person in the past 500 years who so obviously lived a saintly life. If you are referring to the various doubts and the lack of inner peace she experienced, as evidenced in her writings, it is so reminiscent of that great Christian classic "Dark Night of the Soul" written by one of the greatest saints of the Church, St. John of the Cross. There is no doubt that Mother Teresa is his spiritual equal. Sainthood isn't based on what you feel or don't feel. It is based on a life of immense personal holiness, constant service to God, and unwavering faithfulness, in spite of what you feel or don't feel. That's Mother Teresa!

Mother Teresa is probably already a saint. It is of course up to God.
Saints are people in heaven or on their way to heaven. All Christians dead and alive are saints.
The Catholic Church selects some of the most extraordinary examples, does in-depth research, and canonizes them.
"By canonizing some of the faithful, i.e., by solemnly proclaiming that they practiced heroic virtue and lived in fidelity to God's grace, the Church recognizes the power of the Spirit of holiness within her and sustains the hope of believers by proposing the saints to them as models and intercessors."
For more information, see the Catechism of the Catholic Church, section 828: http://www.nccbuscc.org/catechism/text/pt1sect2chpt3art9p3.htm#828
With love in Christ.

Try to meditate her prayer to the poor:
"Lord, make this hand be worthy to give your daily bread to the poor."
Charity is a greatest gift but she humbles that gift and exulted God and the poor."

I believe in order to be a Saint, you have to had given three Miracles or voted to the honor! I think she has one Miracle recorded. There are searching for evidence of a second.
To me, she certainly would qualify and have my vote.

Only in the RCC can someone be voted upon to be a saint.
New flash - I'm a saint, and the only one who promoted me was God.

Why not. It is a miracle she stuck with her order when she didn't believe in the church's teachings. That should be enough to do the job.
