No Scout/Snipers are not special ops. They are controlled and employed by their Marine commanders. Scout/Snipers are a force multiplier. You should read the book by Staff Sergeant Jack Coughlin about his experiences in Operation Iraqo Freedom. Fascinating reading.

The Marines traditionally have no special ops. The reasoning has always been ( correct in my opinion ) that all Marines are "elite" and no Marine is more elite than another.
So no, snipers are part of the company and not a separate unit.
However because of this position Marine Recon has not been utilized in special ops so in the Corps has somewhat allowed the designation of "special ops" to get some recognition and involvement for what they do

as for snipers, i think they just get attached to a company
