Saddlebags are the female trouble spot and always will be. I used to add scissor lifts with ankle weights to my workouts and it helped a great deal. Lie on each side and raise each leg upward. Do as many lifts as possible with or without weights or one day with and one day without.
As to bike riding and you thighs of steel videos, you may be working more muscles in the thigh with that video than you can on a bike. The large muscle on the outer side of the thigh is worked out more than anything else when you ride a bike. It won't do anything for the inner thigh muscle. See if you can work out a trade off of some kind if the video tells you which muscle you are working on at any given moment or routine. If you can establish that then trade it off for the bike.

Sometimes these things can be hereditary, so take a look at this ok? If they are, then yes, you can lose alot of it, but the shape can still be there.
Do you give yourself one day off a week to not run or jog? You should, as your body needs a rest from all activity.
If you stop the video and do the bike ride, you won't lose muscle in your legs, especially if the bike ride is uphill some, this is when the legs really are challenged.
It sounds like you're doing all that you can do, keep it up.
Diet will be a big deal for you. Be sure to stay away from sweets, fast foods, fatty foods, pizza, soda's, etc. Eat healthy so the fat doesn't accumulate you know where! You're doing great!

Yes, bike riding will tone up your legs and give them muscle, my father is an avid cyclist and he has toned legs so I know this for a fact. You sound like you are doing great for fitness. If you arent happy with your results that you are getting though, try a few different dvds. I find my legs slimmed right up with "Denise Austin Personal Training System." Sure shes annoying but her workouts are very effective and targets those saddlebags. I know the Hip Hop Abs "Hips , Buns, and Thighs" is a real saddlebag killer as well. Umm...muscle won't go away as long as you continue to use that muscle, so if you're using those thighs of steel every once and awhile, then you should be fine. It's okay to stop the tape and ride the bike, I think richard simmons is out of style anyways.

I think you can lose the Video & take up the Bike ride. -But Saddle Bags don't do "down" without a fight! So keep up those exercises, don't get discouraged- and good luck! :)

riding a bycycle uses more muscles than a jog or walk
so will be able to build and tone legs (thigh) calf ,foot, knee hip, ,abs, back, arms, and neck...
you will get better results than by just following tape
work out

you wont lose the muscle youve built up...its yours...your doin what u need 2 already....your thighs r your thighs ...its just your body type ..love yourself the way u r

A different exercise might be the answer. Exercise often turns fat into muscle.
