Honesty. To me, this is the hardest possible area to evaluate because you have their word, and their past in your face. I would ask a series of questions to check their honesty. Some websites or business publications carry such questions on a regular basis. Do a webcheck and I'll bet you'll find such questions.

yes i agree that it's honesty, especially because previous employers aren't allowed to say negative things out of fear of getting sued. one of my classmates was this super arrogant guy who'd always show up to class in business suits and talk about himself like he was so successful and blah blah blah, well, then a friend of mine told me they both worked at the same place for a while and the owner caught him stealing money and it was so obvious that he was doing it he couldn't even come up with a creative way to do it. what a loser. anyway this guy got fired but his boss didn't take him to court or anything because of the expense involved and that "guy" (i'd like to insert a dirty word in the quotations instead) yrs later interviewed me when i applied for a job and he was on a power trip about it the whole time. AAAAAHHHH!!! :((
