I livin in a community of 300k armenians and the crime here is bad not to mention the driving they do--horrendous.

Now, when the give people tickets, two cameramen get out of the police car and videotape you and take down every word you say while another police officer is writing a ticket?

Is this unusual or what or is this person a suspect or something?

Armenians don't comment, because you have made it bad for the rest of the law abiding citizens who drive their cars respectfully, not at 100 mph hit and runs of two innocent women.

I suspect it has to do with the number of contested tickets and lawsuits filed by those cited. Large, single-ethnicity or single-nationality communities tend to be ready, willing and able to generate "witnesses" who were not actually there or to "get their story straight" in large numbers and present a convincing, if often false, argument against the legitimacy of any police action that affects them detrimentally. It's an ugly fact of life, but "like protects like."

And *any* person being stopped for investigation of illegal activity is a suspect insofar as that the police say they've committed a crime, but they are innocent until proven guilty.

They videotape giving tickets, because its a safelty procaution for the police officers. Its used --if needed --- in court, as evidence if something happens.

Most every city tapes police action. To protect them from folks saying bad things about them.
