that is classified as any other weapon, and destructive device, and is regulated as a class 3 weapon. you need a special license for it. but if you really want a legal handheld shotgun, look for the .410 tracker revolver or the "thunder 5" both are revolvers that take .45LC or .410.

There are two ways to make one, the first is to start with an action which has NEVER been made into a shotgun, putting a barrel less than 18" on it on it and a pistol grip (NOT a shoulder stock), and you have a smoothbore pistol, listed as an "AOW" (Any Other Weapon). The other way is to take an action which has been made into or designated as a shotgun, (including putting a shoulder stock on it), and putting a barrel of less than 18" on it, it is then listed as a SBS, (Short Barreled Shotgun), not a destructive device.
No special license is needed unless required by the state you live in, but the registration process under NFA is long and drawn out. For the AOW pistol it is a $5.00 transfer tax and for the SBS it is $200.00.

The Taurus is the best shotgun pistol on the market. It's legal because it has a permanent rifled barrel.. so you DO NOT to apply for any special licenses or permits. It shoots both 410 shotgun ammo and 45 long colt ammo. It is accurate to over 100 yards with 45 lc. There is another gun called the Thunder 5 that shoots both, but is a lot rougher quality than the Taurus.

the shotgun you are asking about was a sawed off double barrel,,, im not sure about all states but in mine it is illegal to posess. not sure what you would want one for it would be nearly useless in hunting or target shooting

You can also get "shot shells" that will fit regular handguns. I have a box for my 9mm Beretta, but I wouldn't use them for home defense.
P.S. Making or possessing a short-barreled shotgun will make you subject to FEDERAL heat as well as probably state law action. It's way ugly. Don't do it unless you're willing to do a boatload of BATF paperwork.

Stand Up has good answers, to add to it, TC Arms makes a .410 barrel for their contender and encore pistols. Not double-barreled though.
