you could call the ASPCA or other animal control in your area and report that the dog is suffering. If animal control thinks the dog is suffering and the owner is not taking care of it, then they can take the dog away. She sounds like the kind of person who should not be owning a dog anyway.

I would try and take a look closer to the skin condition if I could. If it is infested with fleas or has hot spots (red swollen areas of the skin that opens up and even oozes) and you have tracked this dog over several weeks and if the dogs condition turns worse I would highly suggest you do the best thing for the dog and call your local Humane Society and or animal control and let them know the condition of the dog and hopefully they will take the dog away from someone who does not care and adopt the dog to someone who does care.

I have a pomerian that is very allergic to a lot of things... she itches a lot and bites her legs... she needs to take the dog to the vet, they gave mine a steroid shot and some pills she takes every other day.
also, tell her to go to the vet and get the dermatolgy oatmeal shampoo, it will help a bit with the itch. if she is cheap, she is also probably not keeping up with flea medicine... she needs to be using frontline every 3 weeks while it is still hot, then she can go back to the normal doses once it cools off a big.
also fyi... fleas are only on the dog 10% of the time, the other 90... they are on her floor and everywhere else.
if the dog is itching itself to the skin, she needs to put neosporin on her skin.

My first guess is that this dog is probably allergic to something in it's food. A big one is corn. Switch the dog to a high grade food (and read the label of ingredients) and hopefully that will help.

Well try to get her to by a shampoo that helps with itching. They aren't that expensive so she shouldn't have a problem paying for it. If she does then tell her that she doesn't derserve the dog,

Maybe she doesn't know that dogs can have benedryl. It would relieve the itching and make the pooch much more comfortable. She doesn't need to know what is causing it to give it benedryl. If she is worried about the dosage she could try children's benedryl.
