How do I tell if the cam shaft and the crank shaft are in time with each other??

There are timing marks on both the crank gear and cam gear. They are small dots on one tooth of the gear. If you don't see the marks, turn the gears over. The dot on the cam gear goes down and the dot on the crank gear goes up, facing each other.

Both sprockets(gears) have a dot or pointer on them.Put these two together. The bottom(crank), dot on top, and the upper (cam) dot on the bottom of the gear. You can use a straight edge or ruler to check. Don't worry, if you happen to get either one off by even one tooth, it will show with the ruler.
You may find it hard to get the cam(upper gear on and lined up with cam shaft pin, but if you can turn the crank with a wrench, that will help line every thing up so it will go on. It will fit tight! It should come with a chain tensioner. Be sure to put that on First also.

I hope you're following the instructions from your dodge engine rebuild manual. You should see timing marks on the gears and the block.

You go to Auto Zone or similar and get a CHILTONS manual for your vehicle. It should solve your problem
