You can only lose weight uniformly through out your body. Walking and doing housework is the best exercise for losing fat and ensure that your diet does not include any high calorie foods. Formulate your own weight loss plan and you will lose weight faster. From http://myweight.info

Weight lost in fat is general. You lose it all at once first notably in the face and last in the lower abdomen.

You can work out your arms to tone the muscle instead of making it grow. Muscle growth comes from creating micro trauma in the muscle (lifting heavy weights) and letting it recover and rebuild stronger. *however* if you simply want to tone try upper body specific cardio such as boxing.

you arms are perfectly normal in proportion but a loss of some body fat will be needed to decrease the fat located in the tricep area. it sounds like you want arms of an anorexic girl for some reason. being skinny all you life will set you up to being very fat later in life as you will have no muscle tissue to keep your metabolism functioning normally.

tricep dips are easy to do anywhere you can use your bottom step in house the strighter your legs the harder it is or tricep pushdowns but you will need gym equipment for this basically work on you tricep muscles
