I have work as a prosecutor for 18 years, and there are two reasons that they do this. Drugs and/or alcohol, in those high speed cases, and in almost all crimes it is lack of impulse control. They want what they want when they want it. Kind of like children. Sadly, the criminal justice system has to be the parent. Most can't stop, and most won't stop. As to prison, there is not enough money anymore to rehabilitate. It is not even to punish the criminal. It is to warehouse them and protect us.

I used to know a man who was a police officer in Arizona (I live in Australia where we have the same thing from time to time.) He said that most of the people he arrested for this sort of thing were too stupid to get out of their own way. If hard liquor was stolen he said there was a fair chance they would find the perp's car wrecked on the side of some road within a few hours with the perps nearby drunk and injured.
He also said that a lot of the cops he knew were not terribly smart, but they were a bit smarter and more sober than the criminals and that was usually enough. After a few years he got sick of it, came to Australia for a look about and as far as I know he is still here making more money as a coal miner.
One place I lived there was a corner store robbery on the north side of town. The perps were teenagers, one of whom lived two doors from the corner and the shopkeeper had known him all his life. They took a few hundred dollars and some cigarettes.

Because people make wrong decisions, so now the Question is why do people make thees wrong decisions? Drugs and alcohol abuse, no feelings off self worth, possibly due to abuse as a young child, domestic valance in a co-habitation situation no matter if it was a one time event or on going for years and suffering from post traumatic stress disorder (PTSD), Small children grow up in homes seeing violence all around them and suffer panic attacks and the doctors put them on drugs like Ritalin, Prozac, is that not a sham, here you are little one let me put a band aid on that huge big open cut maybe it will go away, (I don't think so) Mankind is the only creature on this earth with "free will" free will to make decisions, you add one or more off the above and you get someone that makes bad decisions, hard drugs or the so called soft drugs they all change the chemicals in the brain some are short term other are permanent like Meth, crack, speed, whatever you want to call it, I call it the devils Juice. OK I admit I'm from the old school when you could discipline your kids with out fear of landing in prison, I raised my 3 sons with respect and discipline they now are productive responsible adults with kids of there own, you know what? they are good kids get the picture. as for prison one will ether come out rehabilitated or become even more of a monster because they learn from others on the inside how not to get caught, how to cook drugs who to contact on the outside when they get out So they can continue there evil ways. I ask you do you know anyone that has used meth and then proclaim there clean? ha they learn now to better hide there crime or there scared strait a criminologist will tell you people don't commit crimes because it's illeagle but out of fear, fear of punishment this takes us back to drug and alcohol abuse and for the time under the inffuleance there is no fear no concionsness no respect for other or them selfs.

Sorry to say it,Rap Videos have become the preferred learning tool for morality and right and wrong.Parents can preach the gospel all day,but if a child is morally weak and gives in to the easy way to do things they will.Rappers preach to their fans,"Don't snitch" because they are weak cowards and have no social or business skills other than crime,drugs or human trade(pimp)Perpetuating senseless crimes will go on untill the "Crime Generation" gets GOD in their life,learns to say "NO" and stand on their own legs proudly.Running from the cops is a way to get 15 Minutes of fame the stupid way.So in short,your answer is GOD or the lack of.

For a Cop, you would be taken in on costs of reckless endangerment. If some raging fool jumped on the hood of my own vehicle (BMW X5) i might slam on the brakes, then strengthen up like a madman, subsequently working you over,then, i might opposite over actual of you, get out of the vehicle and say, "How Do you like Me NOW!" lol. in straight forward terms one downturn, i might have blood and dissimilar physique-areas on the underbody of my SUV...

Probably seemed like a good alternative at the time. Maybe they acted out of desperation, poor judgement, the need for drugs because they are addicted. It's not that difficult to understand. There are lots of desperate people out there, wounded people, lost people.

Crime is often seen as opportunistic. As far as a car chase, I haven't a clue. I'd assume the criminal thinks he/she can actually get away.
Restorative justice is whats needed.

Sometimes people like bank robbers, murderers etc. Want to get caught deep down. That is why they enter chases.
