Garcias has best Mexican food in PHX. Their Nachos are great for sharing with a crowd. They serve a big pile on a platter.

I would think that places like Dave and Buster's or Jillian's would be really fun for a birthday party. I know that a Dave and Buster's just opened off of Tatum Rd in Phoenix, but I haven't actually been there. I do know that it's the same concept as Jillian's.
I have been to Jillian's though and it's so fun! My friends and I used to always go there when I was in high school. There are a few different restaurants, my favorite is Fire and Ice... you get big bowls and go through a line creating putting your favorite items in your bowl and then a tepanyaki-like-guy cooks your food right in front of you --- they do some pretty cool tricks too. It's a fun experience and then you can head upstairs where they have a dance club, bowling alley, video arcade, pool tables, etc.
