It's used to tie the bayonet scabbard against your leg to stop it from making any noise by banging into things. It also makes it easier to draw your bayonet out, easily knowing where it is located against your leg in hand to hand combat.

As with the string on the bottom of a holster it is used to tie around your leg to keep it tight against your body.
