No, not at all. Scottish is not English any more than Irish is or any more than Polish, Russian or Hungarian is for that matter. Why shouldn't the majority of Scots be fluent in their native language (Gàidhlig)?

The only problem is that English is a strong competitor in the world today no longer threatening just European languages in the British Isles but even European languages on the continent like Dutch and French. English is also widely known in Iceland and the Scandinavian countries.

So, it may take awhile until after English has past its zenith before the Scots can make serious progress in reviving their language. However, with the right attitudes, funding and commitment on the part of Caledonian nationalists, it is possible.
