The more rural states, with less employment opportunities are less expensive then the states with more cities and more opportunities.
CA and NY are the most expensive, with states like Alabama and Louisiana being on the lower scale.

The cheaper states are the interior states as well as the gulf states. The more expensive states are the Atlantic coast and the Pacific coastal states. There are still communities in the cheaper states that are expensive to live in and there are communities in the expensive states that are cheaper to live in.

Living expenses vary by huge amounts from state to state. But so does average income. I think it balances in the end for the most part.

No they aren't the same at least 2 states are less expensive becasue they don't have employment taxes but, they still do have sales taxes so it may not work out for you anyway. Florida and Texas are without employment taxes. Check by city or county for the amount of sales tax!

Not even close - and in many states, costs can vary a lot depending on the location within the state.
Costs in large cities is typically higher than smaller towns or rural areas, and west coast and northeastern states tend to be higher than others.
