You walk in to the police department, or check their web site, and find out the application process and minimum qualifications. You then fill out the application package you are given and wait for them to contact you if they are interested in you. They will then have tests for you to take and background checks to do. Its a long drawn out process.
But, first, visit the agency you are interested in and ask them for an application packet.
You can not fill out any application on line to get you started. Every agency has their own hiring process.

Try the Detroit police.They hire anybody ( hell they hired me )The only thing I can of think is the ears.I've found that some of the smaller depts actually have a little higher standards.Another problem you'll have is being a white male ( I assume you are ).I paid for my training at a collage police academy ( I did have to get an associates first ) which was state qualified I think there was about 30 people.Every female and minority had jobs before they graduated.There were several white males ( myself included ) That had military, reserve experience etc.. and much better attitudes than others had a harder time. Now I don't know how things work where you're at but there were several people that were Deputies at county jails ( in Michigan jail deputies are about the same as sheriffs same uniform guns etc )But lack being actual law enforcement Just some ideas

Would you prefer doing a "domestic" at a trailer park or being on a major drug bust?
Also, the Border Patrol is *always* hiring and after a few years you get good pay and excellent benefits and you're not stuck in an office all day.
And with larger Agencies there are much better promotion chances.
You could be on a small local Police Dept where it could take 10 years to make Sargeant.
If you're willing to travel you can move up the ladder quickly in a Federal Agency.
And, they have much better benefits packages!
Small towns can only afford so much.

Law enforcement covers a wide swath - Federal, military, state, local, private, etc. Once you pinpoint your area of interest, you will have a better chance of finding what you need. For example, the website for USAJOBS (not jobsusa!) allows you to search Federal job vacancies, including law enforcement, and use an on-line resume.

I don't think you can apply online but each State Gov. site will give you all the info you need on what the requirements are for each State

This kind of behavior and worse is the standard ops for many police departments across the country.
