If you believed in the occult, you can make a Ouija board out of anything. Writing on the floor, poster board, even wood, but a smooth surface would be recommended. You can use a shot glass or small glass as the viewer or pointer.

I just notice something about you. Don't try to contact specific spirits or ghost. They don't work that why, it's a crap shoot on who you get. Spirits are like strangers in the street. Most are good and helpful but some are not and nothing said that they have to tell the truth. Usually the first spirit that you contract with the board will be the only spirit. I don't know why, a territory thing, or first come first have rule. I don't know. I get the feeling that your are looking for someone and your not going to find them with the Ouija board. Do some research, Harry Houdini believed strongly in the after life. Look at what his widow did after his death.

Please read my full answer:
I bought one when I was a teen. It wouldn't work for me when I was by myself so when I used it with someone else we asked why. It said I didn't believe in myself. So I tried it alone again and made myself Believe that it would work for me. It did. However, I used it too much and it started telling stories. I was told that I was going to marry the boy I had a crush on in high school. The boy never wanted anything to do with me and I caused myself great humiliation in pursuing him. After this I threw the board away. I made one out of paper with a paper indicator, it still told unbelievable stories. So to answer you - yes, you can make one.
However, I was told by a psychic man that Ouija boards are very powerful if they are made Correctly which is to say Ouija boards used to be made of wood - they were the strongest. Ouija boards are not supposed to be used more than about once or twice a year at most. Because like above if over used they start to get creative and the repercussions can be humiliating at least and life altering at worst. I advise caution.

It's not the ouija board itself which makes it dangerous. But it's the fact that it involves communing with demons. You don't need a ouija board to commune with demons. However, if you do decide to commune with demons you may find yourself possessed. It will not be that easy to get rid of demons once they come into your life and you will hate you ever did it.

you can make one. but its beter not to..you can open some really freaky things that will never leave.
but if you're desperate:

get a board, write some #s and letters on it, get a pointer, bless it....say a prayer or some kind of blessing over it. beware the consequences. gluck.,
