Hi;
Chi means "breath" or "air". You already have Chi because it is part of the function of the body.
You breathe without having to consciously do so. The Bible says that God blew the breath of life into the nostrils, and he became a living soul.
The Chinese developed exercises that when practiced, magnify the breath.
During Chi Gung practice, the air goes into your lungs more deeply and due to the movements, it is accelerated. The oxygen enters the bloodstream and the electrons that are part of your atoms get charged up.
The result is "wei chi", or outflowing chi. The energy flows to whatever part of your body you choose to mentally move it to.
This is not a difficult process and it does not take many years to learn. It is not an advanced technique reserved for only a chosen few. If you need help finding someone, I would like to assist you if you like.

Much depends on what you mean by "bring out" and "chi." Many different people have different belief systems and understanding surroudning Chi or Ki, and how it is used effectively or employed realisitically.
Thought of as life force or energy, it can be attributed to a philosophical and spiritual outlook toward all aspects of your presence, participation, and training when in the martial arts moment, and at all other times. Your spiritual engagement will induce the channeling of your chi or ki into your activity and conduct. I personally adhere to this theory and with my students we go through a number of exercises to help them begin the long journey to work on this.
Meditation is a primary concept to begin to understand how things we take for granted (such as breathing) have a significant effect on our ability to perform, at rest and at play.
Visualization is a secondary but vitally important tool to being employing when attempting to channel and focus our energy and purpose. Positive visualization to overcome challenges, situational visualization to become accostomed to the stresses or particular circumstances of anticipated events and so on.
Presence is a third factor in employing and channeling chi or ki. You must be present in every moment of training - alive, awake, and aware.
Some believe Chi or Ki to be a metaphysical or mysterious energy force that moves beyond the physical body, that can be felt by others and attuned to in our opponents. While I don't particulalry agree with this perception, there is a ceratin point in training when you are able to "read" and "anticipate" without really having to think about it....which some could attribute to Chi or Ki :)
Talk with your instructor/s. They should be able to help you begin to develop ideas and concepts to work in this area.

there are variety of things that you can do to bring out your inner chi , foremost is meditation try za zen, yogas, tai chi chuan and the like.. also try the palm chakra practices by focusing to nature, air, land etc. or asking nature to be one with you.

MEDITATION Get some ZEN TAPES FOR MEDITATION/but that type of breathing excercise should be done under a teachers guidance.

Thats really advanced stuff, I doubt you'll find someone here who truly can teach you how, without just seeing it on TV or being a novice at chi exercising.

You can begin with the study of almost any martial art. I recommend Kung Fu, as it was a branch of Qi Gong from the start.
Practice, and be a genuine human being. This will start the process, but there are no short cuts.

You can sit zazen. Understand the ultimate truth of Zen. And always be 100% focused on every thought and action of your life.
This is not something you're going to find on the internet. But you can wiki Zen, and begin to understand.
