Evil is permitted because free will is necessary for salvation. The Lord God closely guards free will, and that is why He does not seem to be present to some, but He is always is present to others.
Evil is used by the Lord God for an example, but the primary reason that the Lord God doesn't seem to intervene is that He keeps everyone's thought in free will. Otherwise, the Lord God would be creating robots and not human beings.

I believe God intervenes. But there is always a higher purpose in His ways than ours. It would be hard many times to know when He did intervene, especially when something bad didn't happen, or something good did happen. Most don't usually consider these things as being from God.

Tragedy is there for us to learn. Do you not cringe and feel heartbroken & shocked by what happened to the little girl?
The intervention may be something you can not see or know maybe that tragedy is to wake us all up to weakness and ugliness of a monster walking the streets. Maybe if that monster had had some kind of process in his brain he may not have committed that horrible crime. Maybe if he'd been taught some boundaries (unseen) it may have helped to keep him from hurting the child.
We don't know do we?
I have a problem with all the talk about being part of a herd or zombie or controlled. Seems to me we are all interconnected and if the weak link is allowed to do as he pleases (no check & balance) then we will have to witness on a larger scale what happened to that little girl.
Maybe we have the instinct to believe in a higher power as a instinct t of self preservation.

The biggest question with evil is, "Why doesn't God prevent it from happening?" If God is really an all-good and all-powerful being, why doesn't he do something?
First of all, God does not create evil; he allows it to occur. When he originally created the world, he created all things good. He created people, however, with the freedom to choose. This includes the freedom to make right and wrong choices. Often those wrong choices bring about consequences that end up hurting ourselves or other people, sometimes innocent victims who didn't deserve it.

It is man and the devil who bring so much misery to the earth. God is indeed intervening, in this time of tribulation. All should look beyond the clouds, and into the Blue Sky, even over Arabia, and the east.

The murderer is in danger of hell. Some people have been saved miraculously and unbelievably. God may not do this for all. But at the end of time God will judge. For some judgement will come on earth. God, being true to himself will allow free will to dominate mostly, till the end of time.

Most people misunderstand God. Start by letting go of your religious beliefs because religion has subverted God. Now, realize that you and God are the same. How does this change your point of view? What can you begin to do about the many problems facing all of us? Your own?

God DOES intervene in many events. He uses people who are obedient to him to intervene in the flesh. He uses people who are obedient to pray for others safety, the Holy Spirit's guidance, protection, and drawing power.
We have no way of knowing how many times bad things DO NOT occur, simply due to our prayers being answered. We only see the times when someone was not obedient, someone was not praying, someone opened a door to evil (such as witchcraft, or horoscopes) allowing evil to enter their lives.
When this is done, evil has their unknowing permission to first tempt them into sin and then to begin to accuse them of the sin they committed.
There have been so many times in my life when I was spared from disaster. As I look back over my life, I see clearly where God's ministering angels were "on duty" to protect me. They were there, I am totally convinced, because of the prayers of my mother, my grandmother, my older sister,and my Sunday school teachers.
Do not lose faith! Commit your life to God through His son, Jesus Christ. Believing in God, believing that He is who He says He is. Believing that He can do what He says He can do. Believing that you are who God says you are. Believing that you can do ALL things through Christ. Believing that God's word is alive and active in you if you believe! You must believe that God is, and that He is a rewarder of those who beleive in Him, and diligently seek Him.

I don't think anyone on here is qualified to answer the question you put forth,I can say I think you should pray for more faith.and speak to a priest/minister/preacher in whatever religion or faith you once had.
God has intervened in my life many times.
