Definitely. The problem with two shy people though, is that even if you are making subtle hints, one may never make that crucial first move that moves from friendship to intimacy.
As a semi-shy guy myself, I'm much more attracted to shy girls that to outspoken girls, as they just seem so much more interesting and mysterious.
Try to let him know your interested as much as you feel comfortable with. Try to spend more alone time with him. Ask him to walk with you or have lunch/coffee, just the two of you.

Yes! If the only thing holding you back is the fact that you're shy, you might want to step out of the box a little bit and say something to let him know you're interested.

To be quite honest, shy guys usually like guys who bring out the best in them. This is usually done by a girl who is outgoing....
But wait!
That's usually... he may very well be attracted to your shy demeanor because he doesn't crave much attention and probably wants a girl who doesn't crave much attention either.

She likes you. that's the only difficulty i will say. you're able to make the 1st pass.
