It varies by jurisdiction. May departments use the code number of the state or local law against street racing. These days some just use normal English and say 'street racing'.

The agency I work for doesn't have a specific code for that... It would just be a reckless driving, or Signal 13, complaint.

And every agency and state has their own specific radio dispatch codes. They are not universal county wide.

10-94 is Drag Racing. Which is usually followed by 10-50, Accident (fatal, personal injury, property damage).
