you need a permit in all 50 states to operate a vehicle. a sober, awake licensed driver MUST be in the car with you. they have to be sober and awake because they're responsible for EVERYTHING you do while driving that car.

With a learner's permit, there needs to be a licensed driver in the car- someone of legal age.
