i suppose it could be but all bitches show that they are in labour lots of different ways, it's there personality that changes most of the time and some take mood swings if that is unusual for her to dig then it could possibly be.If you even think that she is in labour then take her in the house where it is warm and put her in a whelping box and put some things down around the house like rags and she will use them to make a nest to deliver the puppies.

Not always...digging means lots of things to dogs. If the digging looks like nesting such as scratching and digging when on a couch or bed could mean she's getting ready for a litter of puppies...or it could simply mean she has found a nice place to nap.

could be, if she is, move her out of the dirt and into the whelping box, a pup's nose covered in dirt is sure hard to keep alive for the mom, a old friend of mine years ago lost an entire litter to the dirt in the back yard, the dog had them while she was at work...could have saved them if the dog had been left inside in her whelping box....but that was many moons ago before people accepted a dog giving birth inside a house.......25+ years ago...

yes it is one sign along with panting.Keep a close eye on her she will probalby delive within 24-48 hours
