Well it works like this. If you are of use to the United States, or WERE of use, we take care of you....like the Mafia....no matter WHAT you did.

So, for instance, if we needed to get to the moon before the Russians, recruiting Nazi scientists was acceptable, once their records were cleaned up for public consumption.

Now, this doesn't work if a FORMER bed-fellow decides to turn tail and defy his Master. In that case, like Noriega, we'll pin his butt to the wall.

As a rule, American foreign policy has always been this: "If you are open for business, it doesn't matter to us what you do to humanity in your spare time (e.g., the Saudis). But if you are closed to business, we are going to harrass you, whether you are good or bad (e.g., Castro)".

Occasionally, we do get it right, or we did, back when America was a moral force in the world---a force which has been totally dismantled in the last 40 years or so.

Safe haven is different from political assylum. The US accepts people into political assylum as a way to gain intel and control hostility amount refugees. What you are discribing is an illegal fugative which the US does not grant political assylum to.
