Do I need to retake the driving part of the test, or any part of the test for that matter, to simply change my license over from TN to PA? If so, is there any charge??

you may have to take the written part. check with the drivers license office where you live.
I lived in PA and moved to Arizona. In order to get my Arizona license, all I had to do was take the written test.
When I moved back to PA, just surrendered my AZ license and got PA license again....(I was still "in the system" even though I was away for 7 years)...
so, probably you will only need to take the written exam at most, but you need to check to be sure.
you will have to pay for the license when you get it, but there is no "extra" charge because you are from outside of PA....

No you do NOT need to retake but you will have to go to the MVA and transfer you TN license to a PA license. New Residents of Pennsylvania
If you just became a Pennsylvania resident and hold a driver's license from another state, you have 60 days to apply for a Pennsylvania license. If you wait longer, you'll be required to labor through the whole testing process as if you were a new driver.

To swap your out-of-state license for a Pennsylvania one, you must apply in person at a Driver License Center and bring with you:

Your old license, which you must surrender.
Proof of U.S. citizenship (see below).
Two forms of proof confirming your residency in the state (see below).
Your Social Security card.
A check or money order to pay the $26 fee for a four-year license.

NEW PA RESIDENTS: New residents holding a valid driver's license from another state must obtain a PA driver's license within 60 days of establishing a permanent residence in Pennsylvania. You will need to bring your valid or recently expired (six months or less) driver's license from your prior state with you to the testing center, along with your Social Security Card, additional identification and proof of residency. Please see Identification and Residency Requirements for U.S. Citizens.

There is no knowledge or driving test required to change a valid out of state driver's license to a Pennsylvania driver's license, but you will need to pass a visual screening test. When you are issued a Pennsylvania Driver's License, the driver's license from your prior state must be surrendered to the examiner at the Driver's License Center.

I don't believe so. My mother never had to retest for a Connecticut license when we moved from Tennessee. They did give her a hard time about getting her birth certificate though. In CT, a lot of illegals tend to have their cars registered in Tennessee for some odd reason. She's full Irish though, didn't make sense.

8 years ago I moved from NH to IL. All I had to do was go to the State DMV (Dept. of Motor Vehicles) and have my license changed. As long as you have no outstanding warrants, parking tickets or moving violations, it should be no trouble. The price I had to pay was the yearly price that they (IL) normally charge. I woul d assume that the same would apply in your case.

in case you reside in Ohio then yeah you need to get a license, yet you basically renounce your Tennessee license and get an Ohio one. they are not going to place you during the entire technique throughout lower back. once you identify a clean place of abode you need to substitute the plate besides. you have like 30 days of moving to a clean State to get a clean license and registration quantity plate.

You may have to take the written portion of the test due to changes in driving laws from state to state.....ie.. in some states it is illegal to make u-turns and others it is not....
