In that case unless it's connected to a network and shared, you'd have to install a CD or get it repaired

-use the drive it has (floppy ?)
-PCMCIA card with usb ports on it, available at any computer store.... it slides into a slot on the laptop and creates usually 2 usb ports.
-buy a new laptop. If it doesn't have a cd drive or a working usb port it is probably out of date for any application being ran off a cd. The only thing a computer that old would be good for is the internet.

If you have a network using a router, connect the laptop to it, browse your network to locate the laptop and copy the files over.

I suppose you can network 2 pcs together (if that is what you are transferring from) and then map a drive from one to the other and copy them across. Use a crossover cable or plug them both into a switch or router.

maybe you can send files by e-mails or make use of websites where you can upload files so you can access files everywhere that have internet connection.
