I've often heard it called the Roman Collar.

In our secularized and materialistic society, where signs of the sacred and supernatural are disappearing rapidly, it is of great importance that the priests should be recognizable in the community as belonging to God and the Church.

Wearing the collar is also a visible symbol of the priest's public office. It is a reminder to others that they too should be modest and mind their decorum, and it is a reminder for the priest of the vows he has taken (sort of like the wearing of a wedding ring).
