i signed up for credit protection, and it stays i'd be charged 85 cent per 100 of the balance. but what if my balance isn't 100.

You will be charged the minimum amount.

This is a waste of money. It is extremely unlikey that you will ever need to use this and should you try, there are all sorts of stumbling blocks to getting a pay out.

I advise you to cancel it.

Read the contract it probably has a minimum payment which may be equal to what you would pay for $100 for protection.

What exactly are you getting for they call credit protection?

You do not need credit protection if you have no money....Besides they only make the minimum payment. Better read the small printed contrct.. It is not that difficult to read..and understand...
