currently looking to trade in our old van on another, been looking online and there are some that are 07's with 5000 some miles on them. yet manufacturer's still list incentives for that year.

its not used untill it havs been titled to someone.

Sounds like you are talking about leased vehicles. If it was leased by the dealer and not sold it is possible that the dealer is still able to use the manuf. incentive.
Generally if a vehicle has been registerd it will be considered used. Mileage does not matter. That is how it used to be in Ca. anyway. you could buy a "new" car with 1000 miles if for instance the dealer let a potential buyer try it out for awhile to see if they liked it. Yes some dealers did this. Especially expensive cars. But if someone bought and registered a car, drove 10 miles and sold it it would be used.

It's not mileage...it's whether or not the vehicle has been sold/titled. A new car with 5000 miles is usually a salesperson's demo and can be sold as new because it's never been registered. Make sure the warrranty starts from the mileage on the car when you buy it...not from zero.

07 with 5000 miles , means the salesman or someone has been driving it , it was never titled out , and the factory still has rebates because it was really never sold . there is a name for it but I can't think of it right now

as soon as the title is put in your name it is no longer considered a new car, miles have nothing to do with it.
