I did a brief glance at their website. I have no idea what they do but they didn't strike me as one of those get rich quick scams.
Based on the verbage, I'd say they are use to writing in "governmentese". Might be some kind of technology consultant.

What makes you think it's a scam? I checked the Better Business Bureau for one of their locations and it said they have received no complaints. However, they are not a member of the BBB, nor a member of the Chamber of Commerce at that location. They have several locations, though. Hope this helps.
