Hmmmmm....... First of all Congratulations!!! Me and my wife just got married about 3 years ago. So when is the wedding is it next year? If it is you got plenty of time.
Our budget was five thousand. And we did ouir own invitation cards. It's not really expensive. Just go to stapples mix and match some papers with an invitation envelops it would look like an expensive cards.
The wedding dress. Was $100.00 believe it or not. My wife knew someone overseas and its cheap there. $100.00 wedding gown with all the accesories.
We even bought wedding give aways about 100 pieces for $ 500.00 also overseas that includes the shipping.
What to serve. Interesting. How many people will attend? We went to a chinese restaurant buffet. Which cost 3,000 for 500 plus guests.
Budgeting is the key.
Now I have friends who had weddings POT LUCK. Nothing to be ashamed of. Money is tight.
Or you guys can ask for sponsors. A guy wrote a company if they can sponsor their wedding which they did. Of course theres a catch. Or just invite small groups. Or go to Reno or Vegas. Sometimes the casino hotels have some specials.

Rachael Ray just did a show about this (so did Paula Deen!)
...so you can check the food network website and type in '30 Minute Meals" and "Paula's Party" and see the recent episodes...but this is what they made:
Roasted mini lamb chops (individual pieces of lamb still on the bone, cooked on a grill pan) ...just garlic, salt and pepper
She made these little egg dishes...take mini-muffin pans (you can buy disposable ones in the store) and fill with whatever you like in omeletes...she used ham and swiss...then fill the cups just about all the way with scrambled egg and bake
crab salad on endive leaves
stuffed mushrooms are GREAT... mini button mushrooms, stuffed with grated romano cheese, breadcrumb, garlic and olive oil
bruschetta: slice up french baguets or italian bread VERY thinly, bake (or broil) for a few minutes on high heat until golden brown (brush a little olive oil, salt , pepper and herbs on them before you put them in the oven) then cut up fresh tomatoes, garlic and basil, mix in some extra virgin olive oil! The longer it sits, the better it tastes and EVERYONE loves it!

Instead of a meal serve finger foods such as tea sandwiches. Some can be made or bought very cheaply. You don't say how many people are coming so it's hard to give more specifics.
My neice bought premade pinwheels at the local Sam's club in the freezer section and they went over better than anything else at her reception.

1) You can do lovely finger sandwiches by getting mini-croissants from the local bakery and filling them with egg salad, tuna salad, and cold cuts.
2) A big hit at many of my parties has been bagel chips (sliced bagels baked up like potato chips and seasoned with garlic--can buy them pre-made) with whipped cream cheese
3) Mini-quiche - take ready made pie crust or puff-pastry dough, slice into squares and fit into mini-muffin tins (like a cupcake tin but cups are smaller) that have been greased with cooking spray. Whip up a whole mess of eggs with some milk, pepper, shredded cheese, chopped red or green pepper, maybe some mushrooms and sausage, and pour a bit of the egg mixture into each cup (about 3/4 of the way up). Then bake at 350 until the top begins to brown and you can stick a toothpick in and pull it out without any mush on it.
4) Fruit-kabobs -- wooden skewers with strawberries, tangerine slices, apples, blueberries,& kiwi stuck on, and brushed with lemon juice with just a bit of sugar mixed in
5) Stuffed mushrooms - Take medium white mushrooms, pull off the stems and use a spoon to hollow the cap out a bit. Fill with a mixture of thawed, frozen chopped spinach (strain the water out), a bit of sour cream, bacon bits, a small bit of chopped ontion if you like, and shredded cheese, then bake at 350 for about 15 minutes

Have relatives or friends MAKEthe food and have your reception at a park or someone's house/backyard. Remember, years from now your friends aren't going to be raving about what kind of food they ate that day, but how much fun they had with you and your mate!
Nummy things to consider: taco dip and tortilla chips, ham & cream cheese roll-ups, sliced tortilla roll-ups of all kinds, fruit platters, mints ( home-made are best) nuts and of course CAKE! - - -have each layer a different flavor- I did! - we had marble, spice, lemon-poppyseed, & chocolate!! Guests loved the choice! Remember, people have traveled far and spent money to be with you two this day, DON'T just throw them a doggie treat of a meal and say " thanks for all the money and presents we're leaving on our extravagant vacation now, BYE!"

You could get some dollar rolls and lunch meat so people could make their own sandwich and then maybe make so side foods like veggie trays, potato salad things like that but make all the things yourself or have family help make them it is cheaper to make it then to buy them already prepared.

finger sandwiches as they did in the 1950's for parties. bread with the crusts cut off and several spreads like ham salad, smoked salmon, egg salad, tuna salad.
