I don't really want to give out large tins
they should fit in small boxes

You can package it in a double-layer of cheesecloth, which can be bought at any grocery store--usually in the baking aisle. Cut the cloth into rectangles, fold over and place the amount you'd like to give out in the center. Gather the corners together and tie the 'bag' with thread, then with a piece of pretty ribbon or raffia. Trim the excess as short as you'd like.

I would find some inexpensive Asian-style teacups (Cost Plus is a good place to find these), place the cheesecloth package inside it, and then put the entire gift into a cellophane gift bag (you can get those at Walmart) and tie with a longer length of the same ribbon or raffia. Simple and easy, and you usually don't have to spend more than $2.50 per party favor.

Why not buy some inexpensive cotton muslin or tuile and wrap some of the tea in circles of it, then tie it up with a pretty ribbon? We did this at a tea party years ago, and it was a huge hit. If you want to add something special, look in your local thrift store for teaspoons or tiny little mugs. They can be found very inexpensively. If you find some small demitasse sized cups, you could put the loose tea in them, and tie a cover of tuile fabric on the top to secure the tea. Good luck with your party! May I come? At this site you can print out individual packets ( some are editable ) that you can insert your loose tea. If you are going to offer loose tea, it might be a good idea to also offer a tea ball to each guest, along with the tea packets.

I did this one year for office Christmas gifts. I got a nice little cup, one of the "teaspoons". I can't remember the exact name of them, but they are teaspoon size & have a spring with a cover over them to get the tea in them you just open them up, pinch a little bit let the spring close, tea is in spoon & it has small holes on each side for tea to seep. You can use it to stir also & just set it on the saucer. You can put the tea in a nice little bag inside the cup so they get enough tea for 8 cups or so. Wrap it in a little gift bag or box.

Oh yes, I used cinnamon tea so I included 2 cinnamon sticks in each bag also.

At my bachelor party, we gave out loose women as party favors. It went over real well.
