Get all the information you can from the local recycling center or local environmental agency. They might even have tips on how to achieve this problem!
I went to my boss after I got all the facts, and he was very open. If your boss oposes your idea, get back up from other co-workers, or try to do some research on how the program can benefit your company!
While it sounds like I keep saying "look into" and "do some research", its the only way to help the fight against global warming; real, hard facts!

find out what you'll need to do to make it happen - generally the council won't collect business recycling, so you'll need to get quotes from recycling businesses (the council should be able to give you contacts), and present these to your boss.
if they're not willing to put money into a scheme (as happened at my last job - a public library!) , you could organize staff collection points for paper etc, and take these to your nearest household waste site (as my current job does)

Call your local recycle center and tell them what you would like to do.If nothing gets done,call city hall and ask for someone to help you get it done.Hope this helps,that's a great way to help the environment,recycle..........
