Instead of buying one large air conditioner, buy two or three (depending on the size of your house) of the smallest size. This way, you can just cool the room you are in at the moment. Plus these use very little electricity. This works especially well if you have a ceiling fan to circulate the air.

If you have some money to spend, you might want to look at this: http://www.mrslim.com/Products/userSpecific.asp?Commercial=0

Read the "Energy Use" label. Plan to enhance your AC and lower your power costs by installing ceiling fans, attic exhaust fans, and/or using floor fans. Circulating air helps your AC become more efficient and the moving air feels cooler to your skin. A free enhancement is to close the blinds or curtains before sunlight begins to shine into the room(s). Light = heat. If you keep heat from entering the room your AC will not use as much energy.

Air conditioners are marked by a rating, called EER for window units, and SEER, for central units.

The best unit is that which has the highest rating, and which is sized properly for your needs.

Here's a lot more information about it:

Both answers above are good. Combine them and buy several small units with high EER or SEER ratings.
