They can.

Genital warts are usually painless and may or may not be itchy. They are usually more of an annoyance or nuisance then they are painful.

HPV the virus that causes warts is common. I am a nurse and many of my patients complain of itching when the condaloma is on the outside of their genital area. You should go and have the warts removed. Its an out patient procedure and not painful. Many people do not have a problem with them again or at least for a long time after the removal. Remember that a condom will not protect you or your partner from contracting HPV so you should not be sexually active until you are wart free and your partner is as well the last thing you want to do is have them removed and then your partner pass the viral load back to you.
