No. Being overweight is one of the causes of (type two) diabetes. Once you have it, it's a pretty good idea to lose the weight... it makes it so much easier to manage the disease.

If you are overweight and develop type 1 diabetes you will rapidly lose weight. Your pancreas is not producing insulin to break down glucose so you are urinating it out. Then your body starts burning fat for energy because your body doesn't have stored glucose.
If you are overweight and develop type 2 diabetes your body is producing insulin but doesn't know how to use it. So the glucose is staying in your system floating around causing weight gain.

i think you are getting your question confused. if you are overweight, you have an increased risk of developing diabetes. so if you lose weight, that risk goes down. And if you are over weight and already have diabetes, and you lose weight it will only help improve and manage the diabetes

No, but an overweight diabetic can have rapid weight loss due to his body not being able to use the insulin it produces and will have to burn fat for energy.
