Here is a way to stay cool for an hour or two: Put on a light weight sweater and then step into the shower for a couple of minutes. The wet sweater will keep you cool, when it drys out repeat the shower.
In hot weather drink hot drinks. This will turn you internal thermostat down and make you feel cooler. Avoid ice cold drinks and sugars as they will make you feel hotter.
Hang sheets outside over your windows and wet them down. The breezes blowing through will be much cooler and the sheets keep the sun off your windows.
Have the drain from one shower or tub in your house diverted to your yard. When your yard needs water then use the diverted shower. (This is getting very popular in Seattle and plumbers here practically specialize in getting waste water from the house to the yard.)
Plant sunflowers or other fast growing plants so that they will shade your windows in the summer.
Take a good book and go camping at an air conditioned mall. You don't have to buy stuff to enjoy the cool.

Yes, I'm in San Diego. It's hot and going outside won't help. The wind is hot. I put off turning on the AC for most of the day, but I just had to, about a half an hour earlier. The fan was just not helping anymore.
Though I did enjoy my cold-water shower earlier today.

Get out of the house. Go to a place that has AC, like a coffee house, book store, or library, and just "chill" for a few hours.
One misconception many people have is that skin-baring clothes will keep them cooler. Not so. Wear light colored, loose fitting, breathable clothing (such as linen) that covers your arms and shoulders from the heat of the sun.
Drink plenty of water, and avoid hot and/or caffeinated beverages.
When I lived in Tucson, which got into the triple digits often in the summer, I kept my AC at 85. It rarely came on though because I kept my house dark like a tomb. In your house, keep your windows covered until the sun goes down. It is essential that you keep your house dark. Once it's night, open the drapes/blinds and windows to let in the cooler air.

Yeah it's been over 100 degrees here, which makes my bike commute pretty tough. I got a water mister to keep me cool(er) during my ride home.

You just pump it up a few times to increase the pressure inside the pump, and it uses that pressure to spray the water mist. No batteries, purely human powered. Works pretty well too!
Other than that, I try to use fans as much as possible to ease up on the A/C, and shed clothes around the house.

i used to pour water on my clothes and sit under the fan... And when my clothes wud become dry , i wud again wet them and sit under the fan..
you can try it...
Pour a bit of water on your face and head also... And drink a lot of water and eat juicy fruits and juices...
