First there's no such thing as a wind panel, second just taking a state and turning it into a generator doesn't work because you couldn't transmit the power far enough to reach the entire country. The answer is to generate the power where it's being used, we've already seen homes and businesses with solar panels and wind generators on their roofs or somewhere close by and they work very well, and the price is coming down so more people should be looking into installing a system.

There are a number of problems to overcome and some that can not be overcome.
As stated wind power is only available in certain areas that have constant wind in a limited wind speed range. The wind farm needs to be acceptable to local residents(try living close to a wind turbine)
Solar power needs large areas with a lot of sun. That limits the areas to deserts(farmland would also work but we still need to eat)
The other green power sources are hydro and geothermal. By their vary nature they have few good sites.
All green power sources have a disadvantage in the cost per kilowatt hour. Not only would our power bills go up, but our industries would not be competitive with other countries that use coal and oil.
In addition transferring power from the areas where green sources can be generated would involve huge losses that occur when power is moved from one area to another. Though power lines crisscross America most power is generated locally to keep losses down.
So if we were to cover say Nevada with solar panels the cost to move that power to the east coast where there are fewer opportunities for green power would drive solar power even further out of reach.

I like solar and wind power, but until recently its been far more economical to run fossil fuels.
The problem with wind power is that the wind has to be blowing at the right speed - too fast and you can't generate - too slow and you can't generate. Solar power makes electricity at all brightness, but it makes a lot less when the sun isn't as bright. Both are expensive to implement.
Can solar and wind power run the whole country? It would take an incredible amount of area, and you'd have to have backup power when it wasn't sunny and the wind wasn't blowing at the right speed. If power companies wanted to do this, they could, but they'd have to pass the costs on to the consumer... and other companies would run cheap fossil fuel based electrical plants and get all the customers.
The answer is yes, it could be done, but it wouldn't be economical.

SOLAR POWER could in theory power the world.
The best place would be in the Sahara to collect a maximum of power.

Production: To meet 100% of the energy demand in the world, an area of 1000 km X 1000 km would be required.
Using standard cells we would need to increase by 8x the world production of glass for the glass layer only !

Distribution: Putting solar panels in only one state is negative since you are then heavily dependant from only one climate pattern for the production. A large production in several states or even countries and interconnected grid would be much better, especially to cover the peak needs at 6-9 am and after 5 pm. Losses are estimated to be 5% per 1000 km

Viability: with interest rates over 5% and no predictability for future fossil fuel prices, no economical viability is seen for the next 1 or 2 decades.
But for your answer, yes it is feasable but won´t be economically viable in the 2 next decades.

Solar and Wind alone will never replace the total energy (for the US and the world) that fossil fuels generate. In the short and medium-term we may have no choice but to do what much of Europe has done ... go nuclear.

I believe it can be done, and I have useful suggestions for getting others together to work toward a brighter/greener future:
Getting friends, neighbors, others that you trust, etc together to vote against environmental destruction and you may be surprised in what a group of people can do, once they have their hearts and minds set on something. Then having all of you spread the word even to people in higher places so that may be able to greatly help out as well (After all most people deep down inside, care about this world and want to help secure a beautiful world for us all and all future generations). Perhaps in spreading the word some one may be found that is high enough (With enough power) that could even help you to create advertisements in the news-paper, create pamphlets to staple on posts, phoning others, through the net, or maybe even advertising on a local TV/Radio station, etc.
Even creating a project/speech may help out by letting others know what your cause truly means to you, and why it should be addressed. I am sure that you will be able to find a lot of people who will be willing to help you out in this and other future events. Just remember to stand up for what you believe in and even if worse comes to worse then you and others can still have the power to prevent other unwanted events from happening in the future since their are tons of people out their who care and will be willing to help in situations like yours as well as many other events/situations. Just keep a record/info of all your contacts so that if anything else comes up, you will be able to have several people by your side in no time at all!! Again, best of luck and I hope that everything goes well.
For hot weather, I would also recommend buying a few large oscillating fans and only turning them on when you are in that area of your house.
You will find that the air will become cool and refreshing within virtually no time at all and that their will be a nice refreshing breeze.
With this in mind there is no need to leave them on in any areas of your house where no one is present and you will find noticeable money savings and it will also aid the environment.
Also, if businesses could have even some solar panels (Lots of empty roof and wall space not just for businesses but several other structures and buildings as well) it would help in reducing energy needs as well as placing solar panels in open unused areas (Wind turbines as well). There are also several areas on the globe such as deserts (In areas where they would not get damaged), and so on where tons of solar panels can be placed and several areas with high winds for wind turbines.
