Most meat & vegetables (excluding starchy vegetables) have no carbohydrates.
Also, cheese has no carbs, haha.
We all need carbs sometimes, so if you are insulin-dependent, you should be able to adjust eating habits.
Also most things list under 'DIET' are low carb or have no carbs at all.

Going carb-free is a dream that your friend won't be able to achieve. Pretty much everything but water has carbohydrates in them.
Lowering carb consumption, while increasing protein consumption, is a good way to keep the blood sugar swings of diabetes under better control.
Why not opt for lower-carb foods, instead? There are many:
all meats and animal products
all leafy vegetables
most non-root vegetables
tart fruits (plums, berries)
Cut out, or at least cut way back on:
sweet fruits
all fruit juices
root vegetables
sodas and junk foods
all white flour and white flour products
all cakes, cookies, and candies
most bread, except a small amount of whole-grain
high-fat meats

Fried pork rinds. Won't replace popcorn, but it's an ok snack.
Macadamia nuts are also zero carbs. To find more foods with zero carbs, get a copy of the Atkins diet book.

No carbs are going to be hard to impossible.
I find a satisfying snack is low carb peanut butter with celery.
Also I like cabage fried in a little bit of bacon grease, but lets just say the results are windy...
Fresh fruits and vegetables are good.
Cut down on the breads, pastas, rice, potatos, and sugars.

Everybody needs some carbs. Even we diabetics need carbs to have energy. The problem is that sugar (stored in our blood as glucose) can't power the cells of the body without insulin to let it in, and the bodies of diabetics do not produce insulin. Blame the pancreas.
We need to give ourselves insulin to let the sugar in our blood reach our cells. If we try to live without carbs, then we will have zero energy and the body goes into catabolism. That's when the body begins to consume it's own muscles for energy in the absence of glucose.
Free foods - there are a few, but it's hard to find them, and harder to eat them in great numbers. It's impossible to live on them. A lot of carbohydrate free foods are high in fat, so can't be consumed without an equally bad effect on the body.
It's all a matter of balance. You learn to eat what you should, at the right times and in the right portions, and give yourself the right amount of insulin at the right time. Your appetite is driven by your brain and not your stomach, definitely not your eyes. Your body learns to crave only what is appropriate. As a result, I am rarely, if ever, truly hungry.

celery, cabbage, sauerkraut, green beans, peas...you get the picture. Eliot Joslin was promoting the starvation diet for years with these types of foods until two Toronto researchers discovered insulin in the 1920s. Your friend can have these foods to snack on without increasing her insulin/medication requirement, but it's not a long-term diet that will help her at all. Your friend needs to see an endocrinologist if she has not already and learn how to manage the disease without starving herself.
