why do people say a blister or a cold sore is a sign of herpes?

i know and seen many people who DONT have herpes and they get blister and use blistex and get cold sores i dont think this mean they have herpes many people get it for for no reason
sometimes i know people who get like a blister inside there mouth and it hurts them when they eat food but they dont have herpes im confuse

Sores inside the mouth are almost always canker sores, which are NOT herpes. They are basically just ulcers in the mouth and not NOT contagious like herpes is. They can appear in the inside of the lip, the tongue, gums, cheeks, etc.

Cold sores (oral herpes) almost always appear on the OUTSIDE of the mouth and on the outside of the lips. Cold sores ARE caused by the herpes simplex virus and ARE contagious.

You are talking about Herpes Zoster- It is a area that stays dormant for some time, then stress, a virus coming on, etc. starts the process. It is good to take L-Lysine daily to help protect you from these from occuring. There are also ointments available that a person can use to stop the cold sore from coming in full force.
