Absolutely. A person can pretty much get any STD from oral sex. Of course some STDs are spread more easily than others through oral sex, and some STDs are pretty rare to contract through oral sex than some other STDs.
The STD that is spread through oral sex more than any other STD is herpes. If a person has cold sores and gives another person oral sex it can cause the person receiving to develop genital herpes, and vice versa (genital area to the mouth).
Herpes simplex virus 1 and 2 cause both cold sores and genital herpes. Cold sores are usually caused by herpes simplex virus 1, while genital herpes are usually caused by herpes simplex virus 2.

You can use a condom or dental dam as a barrier when performing/receiving oral sex (oral-vaginal, oral-penile, oral-anal).

The mucus membrane of the mouth is the same as in the vagina. Any STD that can invade the vagina or penis, can infect the mouth.
