Crinkled up paper makes much better packing material than shredded paper. Give the shredded paper to a recycler to be made into new paper.

As a military wife and (used to be a military brat) we move often. Like the one fellow said... wrap your breakables in news paper and the like, once you get the hang of it you'll find a sheet of news paper will wrap more than just one thing. Just make sure that there is layer of paper between items to keep them from knocking. Then just run paper through a shredder if you've got one, (I some times use party paper as a decorative gift filler, christmas, birthday what ever it costs less than purchasing bag filler at the store!) If you don't have a shredder just loosly wad it up and fill the nooks and cranies in the box. If you give the box a giggle and you can hear things clank or feel them shift too far you'll probably end up with broken goods. Keep stuffing and wrapping untill nothing clanks or shifts too far. Your things will be safe and sound! This also makes a great insulator for keeping foods warm during transport to a pot luck or party...wrap your casserole dish (or whatever) in saran or foil (you may add a tea towel or dish towel as well) to keep the paper out of the food place a layer of paper in the bottom of a paper sack, or even an ice chest, place in your dish, pack with paper (not too rough though) and off you go!

You just use the shredded paper as packing "filler" to fill empty gaps in the box and prevent whatever is being shipped from shifting around in the box and getting damaged. You don't even need to necessarily shred the paper. Just crinkle the paper into "balls", although not tightly. Allow that the paper has some give either way (so that it could still be crinkled up smaller and feels a bit "springy" like it might still open up a bit) and just put some all around the item you are packing to ship.

I apologise if I have misunderstood the background to this question, but I think that the making of "packaging materials out of shredded paper" may be merely a reference to the fact that shredded paper can be used instead of (say) expanded polystyrene "chips" to support and protect items in (say) a cardboard box. In order to make packaging materials such as a box itself, one would need to bond the shredded paper into a rigid structure, perhaps by forming it into some sort of papier mache.

I think you can use it "as is". In other words, just place it first in the box you are packaging, then place the items you have in the center of the shredded paper. You might want to wrap the items in sheets of old newspaper for added protection. Then place more shredded paper on top of and between items in the box, and your done!!! Your items are completely insulated on all sides. Why make it more complicated?

Use as is. Take it from your shredder and pack it around the item you want to mail. A few recycling companies do this. Its that easy. It can be a bit messy though so do it slowly or you'll have it all over the place.
